A rod is has an upper end within the housing and a lower end there beneath. Drive mechanisms located within the housing and coupled to the rod reciprocate the rod between a retracted position and an extended position. The retracted position is with the lower end within the chamber. The extended position being with the lower end extending beneath the chamber.
