The present disclosure provides an efficient phosphorus-containing toughening reactive flame retardant and a preparation method thereof, and a flame-retardant thermosetting resin, and relates to the technical field of material flame retardancy. In the present disclosure, the reactive flame retardant includes phosphorus, and can improve a flame-retardant performance of the thermosetting resin; meanwhile, the flame retardant further includes reactive NH activated bonds that can participate in a curing reaction of the thermosetting resin, increasing a degree of cross-linking of the thermosetting resin to further improve tensile properties; in addition, the reactive flame retardant further includes a sacrificial bond structure to improve an impact performance of the thermosetting resin.
