A device and system, attachable to or incorporated into a device used to restrain and monitor and individual which may provide data concerning such restrained individual such as biometric data, location information, device status information and the like. The device of the present invention may be incorporated into and be a part of a standard set of handcuffs, for use in the restraint, management and control of individuals who are in law enforcement custody or control such as detainees, arrestees, prisoners, and the like.

A system and a method for a security strap device including a strap; a lock, the lock comprising a locking mechanism; a fixed portion of the strap being secured inside the lock; a free end of the strap insertable into the lock to form a loop in the strap, the lock is configured to lock a portion of the strap to form the loop in the strap, wherein; the locking mechanism comprises a plurality of latches moveable between a locking position and an unlocking position; the plurality of latches engaging one or more locking slots within the lock when in the locking position to the lock the strap within the lock; and wherein the latches are all simultaneously biased toward the locked position and the latches are required to be simultaneously displaced to an unlocking position to unlock the strap.

A restraining device that can be positioned and secured using one hand includes a housing, a strap, a handle, and a locking unit. The housing has a pair of apertures positioned singly in front and rear ends thereof. The strap, which has a first end engaged to the housing, extends from the housing loopedly back through the pair of apertures to define a loop. A second end of the strap is external to the housing. The handle is engaged to the strap proximate to the second end. Hands of a person can be inserted into the loop so that the strap is positioned around wrists of the person. A user is positioned to pull on the handle to tighten the strap around the wrists. The locking unit, which is engaged to and positioned in the housing, can selectively engage the strap to prevent expansion of the loop.

A restraining device that can be positioned and secured using one hand includes a housing, a strap, a handle, and a locking unit. A detainee monitor restraint preferably includes a detainee restraint and a law enforcement control device. The detainee restraint preferably includes a first cuff member, a second cuff member, a cuff connecting member and a monitoring device. Each cuff member preferably includes a base member, a first ratcheting arm and a second ratcheting arm. An end of the second ratcheting arm includes a plurality of ratchet teeth. A base ratchet pawl is located in the base member. The cuff connecting member preferably includes a wire cable, a first ball formed on a first end and a second ball formed on a second end. The first and second balls are retained in first and second base members. The monitoring device is retained on one of the base members. The monitoring device preferably includes a microprocessor-based circuit, a plurality of body sensors, a transceiver and a battery.
