The protective layer is a polymer of a radical-polymerizable composition containing a perfluoropolyether compound including a radical-polymerizable functional group, a radical-polymerizable monomer including a radical-polymerizable functional group, and an inorganic fine particle including a radical-polymerizable functional group. The radical-polymerizable functional group of the perfluoropolyether compound is different from the radical-polymerizable functional group of the radical-polymerizable monomer and identical to the radical-polymerizable functional group of the inorganic fine particle.

An image forming apparatus includes an image bearer to bear a toner image, a nip forming member contacting the image bearer to form a transfer nip, and a transfer power source. The transfer bias has a transfer peak value to electrostatically move toner from the image bearer to the recording sheet and an opposite-peak value to electrostatically move less toner from the image bearer to the recording sheet than the transfer peak value. An opposite-peak duty of the transfer bias is less than 50%. The opposite-peak duty is tr/T100% where T is one cycle of the transfer bias and tr is a time period during which the transfer bias is on a side of the opposite-peak value relative to an offset voltage of the transfer bias in the one cycle T.

The polishing member has an elastic layer on its circumferential surface, and rotates with a linear velocity difference from that of the photosensitive member. The torque detector detects the torque of the driving device. The control portion estimates an attachment condition of discharge products to the surface of the photosensitive member based on the torque of the driving device detected by the torque detector. When the torque is equal to or higher than a predetermined value, the control portion performs an image degradation suppression process.

The charge generating material is at least one selected from a hydroxygallium phthalocyanine pigment and a chlorogallium phthalocyanine pigment and is contained in an amount of 0.9% by weight or more and 1.8% by weight or less relative to the binder resin.
