The support ribs and side supports define one or more retention regions along the side of the bracket based. A plurality of securing bolts can be cooperatively coupled to the side supports and define secondary retention regions. The securing bolts may be moved between an open position and a closed position. The bracket device can further comprise a top loop, which extends from the bracket base, and which can be coupled to additional wires. The bracket device can be secured to a utility pole or similar structure by a single fastening component, which is configured to pass through the cavity of the bracket base.

Each panel has opposite ends and opposite lateral edges extending between the opposite ends. A plurality of spaced-apart apertures are formed in each panel adjacent each of the lateral edges and at least one of the ends, and each aperture is configured to receive a respective fastener therethrough for securing the panel to the cross-arm structure. Each panel has a shape that generally conforms to a shape of a portion of the cross-arm structure to which the panel is secured.

According to another aspect of the present invention, an x-axis oriented rail may preferably hold a tooling mount which is configurable to be rotated about its axis to allow for alternate tooling mount orientations. Further, a y-axis oriented rail may be perpendicular to the x-axis rail and may be fixed. Still further, a z-axis oriented rail may be perpendicular to and slide along the y-axis rail. Additionally, a second tooling mount may be attached to the z-axis rail.

For protecting wildlife from electrocution by high voltage components, dielectric covers are used to cover fuse cutouts, insulators, or other high voltage components. The cover includes through-holes for receiving retaining pins to secure the cover in place. The holes are the weak link in flashover prevention since the holes form an air gap, which has a breakdown voltage lower than that of the cover material. To prevent a bird's wing or a squirrel's tail from directly covering the hole in the surface of the cover, an arched or tubular hood is formed around each hole to block the bird or squirrel from directly covering the hole, reducing the risk of a flashover through the hole. The hoods extend out about 1-1.5 inches to essentially add a 1-1.5 inch air gap between the animal and the hole without enlarging the cover.
