Upon receiving a loading request to change a spectral loading pattern of the transmission line segment, current loading data of the transmission line segment and loading parameters from the activated loading policy may be obtained and used to generate a loading response. A signal containing the loading response may be sent to the network element, the signal configured to cause the network element to change the spectral loading pattern of the transmission line segment based on the loading response.

The set of customer events is generated by simulating the customer set over time through a discrete event simulation. An impact of the customer events is modeled for the node type of the communications node. The node type is identified from a plurality of node types for a telecommunications build based on the impact of the customer events for the node type.

The system can determine a binary path matrix for the links between the set of nodes of the upper layer. The system can determine a min-cost matrix that includes a plurality of min-cost paths. The system can determine a best RS from the set of candidate RSs and can move the best RS from the set of candidate RSs into the set of RSs for the links. The system can then update the binary path matrix.
