The seawater undergoes a filtration, mineralization and oxygenation process to reduce sodium chloride levels, to increase the levels of desirable minerals in the seawater and to oxygenate the seawater to keep the microbes alive, though in a dormant or inactive state. The microbes are maintained in an inactive or dormant state through the preparation process, but become active when the supplement is applied to plants or trees, thereby promoting agricultural growth.

A method for appropriately controlling an aeration volume for activated sludge on which aeration treatment is conducted while DO of an activated sludge mixed liquor in an aeration tank is being adjusted to substantially 0 mg/l (ultralow DO treatment). The method includes the following steps. An aeration volume correlation (G=F(Gr)) between an aeration tank and a measuring device is acquired in advance. A sample of activated sludge mixed liquor taken during ultralow DO treatment operation is temporarily intensely aerated in the measuring device and then aeration is stopped. Based on temporal changes in the measuring device DO value, an oxygen consumption rate Rr and an equilibrium DO value C1 are calculated. An appropriate aeration volume G2* of the testing device is acquired by using an EaG relationship formula and the like obtained in advance. An appropriate aeration volume Gr2* of the aeration tank is obtained by using the relationship G=F(Gr).

A treatment chamber receives the fluid at a treatment chamber entry pressure and lowers the treatment chamber entry pressure to a treatment chamber discharge pressure. The apparatus causes absorption of increased gas component into the fluid by from 10% to at least 500%.

The gas-dispersion return sludge is created using pure oxygen or oxygen containing trace amounts of ozone, which is blended with return sludge to create a mixture of gas and liquid, which is passed through an atomizer or a pump to instantly render the reactive gas to an ultra-fine bubble state. At least a portion of the ultra-fine bubbles dissolve within the sludge, raising oxygen to a critical level within a short time, activating the dormant microorganisms. The microorganism accumulate enough cATP upon initial encounter with the pollutants to prioritize their digestive function, and when exposed to pollutants present in wastewater, digest the pollutants using biochemical pathways different from the ones used in nature.
