The non-ionic surfactant and the gelling components are provided in an aqueous solvent system. The aqueous solvent system includes a first solvent having a Kamlet-Taft solvent polarity α (K-T α) value of zero, a second solvent having a K-T α 0.6-0.85 value, and water present at more than 50 total weight percent.
