A surface-treating agent for vulcanized rubber, comprising, based on 100 parts by weight, as solid matters, of isocyanate group-containing 1,2-polybutadiene, an organic solvent solution containing 10 to 160 parts by weight of fluororesin particles and 2.5 to 20 parts by weight of a perfluoroalkyl group-containing oligomer-based, fluorine-containing surfactant as a dispersant. The surface-treating agent for vulcanized rubber improves the solution stability of the organic solvent solution, improves the further hardness of the entire coating film formed from the surface-treating agent, abrasion resistance, and product torque evaluation, and is effectively used as, for example, a coating agent for seal lip parts of oil seals.

Provided is a polymer capable of providing a coating film that has good initial adhesiveness to a base material and good adhesiveness thereto after a pressure cooker test, and has excellent abrasion resistance as determined by a falling sand abrasion test. The polymer includes a perhaloolefin unit, a vinyl ester unit that contains neither a hydroxy group nor an aromatic ring; and a hydroxy group-containing monomer unit. The polymer has a hydroxyl value of 110 mgKOH/g or greater.

Some variations provide a low-friction, low-adhesion material comprising: a durable continuous matrix; a plurality of first inclusions, dispersed within the matrix, each comprising a low-surface-energy polymer; and a plurality of second inclusions, dispersed within the matrix, each comprising a hygroscopic material. The matrix and the first and second inclusions form a lubricating surface layer in the presence of humidity. Other variations employ a durable continuous matrix and a plurality of inclusions, dispersed within the matrix, each comprising a low-surface-energy polymer surrounding a hygroscopic material. Coating precursors and methods of forming final coatings are also described.
