ELASTIC FIBER TREATING AGENT AND ELASTIC FIBERS
An elastic fiber treatment agent that contains a smoothing agent, water and an organic phosphoric acid ester salt. The smoothing agent contains a mineral oil with an aniline point of not more than 110° C., a silicone oil, and optionally an ester oil. Assuming that the sum of the content ratios of the smoothing agent, the water, and the organic phosphoric acid ester salt in the elastic fiber treatment agent is 100 parts by mass, the elastic fiber treatment agent contains the mineral oil at a ratio of 20 to 90 parts by mass and the water at a ratio of 0.01 to 2 parts by mass.
ELASTIC FIBER PROCESSING AGENT AND ELASTIC FIBER
An elastic fiber treatment agent that contains, as a smoothing agent, a mineral oil with a content ratio of an aromatic component of less than 1% by mass and an aniline point of 70° C. to 110° C. The mineral oil has a mass ratio between the content of a naphthene component and the content of a paraffin component of such that naphthene component/paraffin component=30 to 50/70 to 50.

Surface treatment agent
A water- and oil-repellent agent that is an aqueous dispersion containing (A) a fluorine-free polymer having repeating units derived from a fluorine-free (meth)acrylic acid ester monomer, (B) a wax, (C) an aqueous medium, and (D) an emulsifier. The fluorine-free (meth)acrylic acid ester monomer is a compound represented by the formula CH.sub.2═CA.sup.11-C(═O)—O-A.sup.12 where A.sup.11 is a hydrogen atom or a methyl group and A.sup.12 is a linear or branched C.sub.18-30 hydrocarbon group. The emulsifier includes a sorbitan ester and another emulsifier, and the emulsifier has a hydrophilic-lipophilic balance (HLB) of 7.5 to 13.5. Also disclosed is a method of producing the water- and oil-repellent agent and a method of producing a treated substrate by applying the water- and oil-repellent agent to a substrate.
