A Peltier device is provided between the inlet and the outlet and cooperates with the passageway to heat the fluid as the fluid moves from the inlet to the outlet. A power source supplies power to the heating device. A pulsing member pulses the power to the heating device whereby the pulsing of the power prevents the heating element from overheating.
