The elongated substrate has a first planar face and an opposed second planar face. A polymeric layer overlies at least a portion of the first planar face of the elongated substrate and comprises a polymeric blend of between 50 and 80 wt. % styrene butadiene copolymer and 0.2 and 3 wt. % of a cellulose ether compound. The cellulose ether compound comprises hydrogen or an alkyl group selected from the group consisting of methyl, ethyl, hydroxyethyl, hydroxypropyl carboxymethyl, hydroxyethyl methyl, hydroxypropyl and between 30 and 50 wt. % calcium carbonate and water.
