A security barrier includes a plurality of barrier islands. Each barrier island has a concrete crash block having at least one pair of opposing side faces and external fixing elements on the opposing side faces. Attachments, which may be flexible attachments, extend between the external fixing elements of adjacent barrier islands of the security barrier. Each barrier island also has one or more load transfer element within the concrete crash block and, under load, the load transfer elements transfer load from the external fixing elements on one side of the concrete crash block to the external fixing elements on the opposing side of the concrete crash block.

A traffic control device, for a roadway receiving vehicles travelling longitudinally along the roadway, includes a housing, which may be formed in two or more modular sections, mounted transversely across the roadway. A frame comprised of a shaft supporting tire puncturing members thereon is rotatable within the housing between stored and working positions for selectively puncturing tires. In modular embodiments, the shaft of each module includes a joiner plate supported at one end of the shaft to enable rigid connection between the shafts of adjacent modules. In some embodiments, offset counterweights are coupled to the frame to bias the tire puncture members towards the working position, and an upper stop member on the housing, formed of resilient material, is engaged by the frame in the working position and is adjustable in height to control position of the tire puncturing members in the working position.

A concrete-based composite material including iron rich particles is characterized by an iron content greater than 17% by weight of the composite material, can include iron particles which are an iron by-product recovered from iron slag material, can include iron rich particles which have an iron content of at least 60% by weight of the iron rich particles, and/or can include iron particles having a particle size distribution in the range of about −⅜ inch to +60 mesh or in the range of about −20 mesh to about +60 mesh. The composite material can include ground granulated blast furnace slag as a portion of the cementitious component of the composite material. A method of forming a structural element from the composite material includes casting the structural element such that the structural element is characterized by a ballistic performance of Level 10 as defined by Underwriters Laboratories standard UL752.

Each respective irregularly shaped foamed glass body has an aspect ratio of about 1:1.7 and a diameter of about 1 inch. The irregularly shaped foamed glass bodies intersect to define stacking angles of at least about 35 degrees. Under compression, the irregularly shaped foamed glass bodies crush and break up before slip failure occurs such that the roadbed has a crushing failure mode.
