The wall configured to provide a barrier preventing movement of water from the first, drain, side to the second, tributary, side, of that wall. The barrier further comprising a pipe traversing the wall for transferring water between the two sides of the wall the pipe being terminated in the first side of the wall at a venturi effect pump, the pump being feedable with water from the drain through a conduit inlet so as to create suction in the pipe for drawing water through the pipe from the second side of the wall to drain water from the second to the first side of the wall.

Techniques for a pin-point assessment of resilience and resistance of structures against flooding are disclosed. The model is based on dimensionless analytical functions related to the variation of functionality during a period of interest, including the losses in the disaster and the recovery path. This evolution in time including recovery differentiates the resilience approach from the other approaches addressing the loss estimation and their momentary effects. The recovery process is considered to be dependent on societal preparedness, public policies and can take different forms, which is estimated using recovery functions. Based on the resilience, action plans are created to improve resiliency to disasters.

An opening sealing means is connected to an entrance hall and another section serving as an entrance and exit at normal times. The opening sealing means seals the openings of these sections in a watertight manner where the openings are sealed via the opening sealing means. The flood barrier is watertight and at least as tall as the inundation depth estimated to occur in a target area when flooding or storm surges arise. In order to enable long-term refuge, an emergency-use water receiving tank 4 and an emergency-use generator are installed on the roof of the building, and an emergency-use septic tank is installed underground on the site.

The first base is configured to be located on a ground surface to support the first supporting structure and the second base is configured to be located on the ground surface to support the second supporting structure. The first dam face and the second dam face contact and support the liner. The first dam face is connected to and inclined upwardly away from a first lower end of the first base. The second dam face is connected to and inclined upwardly away from a second lower end of the second base. The first dam face is connected to an upper end of the first brace and a second dam face is connected to a second upper end of the second brace. The first dam face is supported by the first brace and the second dam face is supported by the second brace. A plurality of link bars connects the first dam face and the second dam face. The plurality of link bars is vertically spaced from each other along longitudinal dimensions of the first dam face and the second dam face. The first dam face and the second dam face include slots on contacting surfaces of the first dam face and the second dam face contacting the liner. The slots receive the plurality of link bars connecting the first dam face and the second dam face.

The invention also concerns a method for operating such a flood protection. The new feature of the flood protection according to the invention is that it includes a movable and buoyancy balanced barrier element that includes an adjustable ballast system for regulating the buoyancy balance, the base of the flood protection including a bottom rail system, and the barrier elements including contact means arranged for contact with the bottom rail system.

Barrier for Hazardous Liquids

Provided is a flood barrier for use with HAZMAT materials. The barrier includes a first wall and a second wall joined together at a first end, tape for securing the barrier to a surface to prevent leaks, multiple flexible ribs attached between the first wall and second walls, one or more holes for filling, and a rod that separates an open end of the first and second wall to form a chamber with an open end. Several insulating floats are evenly spaced between the ribs on a bottom surface of the first wall to prevent overflow. A gap filler, such as uncured silicone and tape is used in the transition from a terminal rib to an exposed corner of the barrier. The barrier can withstand high heat for a sustained period of time, is leak-proof, and includes an improved method of sealing corners.
