The line dispensing device also includes a retraction assembly disposed about the rotational axis and configured to generate a retraction force and retract the line from the housing, and a braking assembly disposed about the rotational axis and configured to generate a braking force on the line and during extension of the line from the housing.

The escaping devices comprise at least one first and multiple sets of second devices, which can meet the needs of people from one or more families, one or more classes of teachers and students, and one or more office personnel. All devices have three ways to regulate the descent speed. The escapees can effectively and orderly leave the dangerous environment through help of the intercom answering machine and quickly count the survivors. If there are trapped people, the rescue center can activate the wireless calling system to detect and locate the trapped people and carry out rapid rescue.
