The solar panel (100) is hinged, at a lower edge (23), to a frame (9) which is integral with a hollow cylinder (3) installed about the piston (1) and slidably constrained to the piston (1) by second terminal elements (7) connected to the cylinder (3). The cylinder (3) consists of a float tank that can be filled or emptied at least partially with liquid or fluid means by pumping means (4) so that it can gradually move from a position of immersion, where the cylinder (3) is at least partially filled and rests on the bottom of the water basin, to a position of emersion, where the cylinder (3) is at least partially emptied and floats at a surface level (G) of the water basin.
