A multi-threat security apparatus system for critical infrastructure protection is disclosed having an above-ground concrete base, a vertical post system adapted to be attached to the above-ground concrete base and to receive a plurality of louvers. The plurality of louvers provides the necessary ballistic protection for and air flow through to the critical infrastructure. The louvers may include a composite of aluminum foam, a resin impregnated ballistic material and an aluminum foam. The composite structure may be used on doors, panels or building walls.

The subject disclosure describes, among other things, illustrative embodiments of an impact protection device that comprises the following elements: a machine, a protective structural member, and a fluid holding member. The impact protection device is designed to protect a user from an impact to the protective structural member by dissipating a portion of the kinetic energy of the impact. Machine operation translates into a controlled movement between elements of the impact protection device that deform the fluid holding member, thereby displacing a fluid. This controlled movement also dictates a throttling profile that regulates the amount of damping; thereby managing the portion of kinetic energy dissipated. The machine can be a mechanical assembly incorporating levers, cams and or computerized controllers.

The protective casing is elastically deformable so as to be able to deform elastically for the duration of the stress by oscillating to spread the energy of the blast from the explosion over its surface and over time in several directions, and then to return completely or partially to its original shape after a period of time.

The plurality of sidewalls are formed from a fiber-reinforced composite material having a plurality of plies of fiber sheet material. Additionally, a sidewall seam defined by abutting edges of the first ply is offset from a sidewall seam defined by abutting edges of the second ply. Methods of manufacturing ERA enclosures, including applying wrap layers and forming attachment structures for securing the fiber-reinforced composite ERA enclosure to an armor element, are also described. The composite enclosure is inexpensive and lightweight and improves the dynamic capabilities of armored vehicles using such ERA tiles.
