A crowd control projectile includes a payload carrier, an incapacitating agent inside the payload carrier, and an activating mechanism for activating the incapacitating agent. The activating mechanism includes a sensor and a timer. The timer delays the activation until a predetermined delay after the sensor senses that the projectile has been launched. Alternatively, the activating mechanism includes a receiver for receiving an activation signal after the projectile has been launched. Preferably, the projectile has the shape of a clay pigeon. A launcher of such a projectile includes a communication mechanism for transmitting a timing signal or an activation signal to the projectile and an arm for launching the projectile by direct contact. To control a crowd, the projectile is launched over the crowd by direct contact with a solid arm and the activating mechanism is used to activate the incapacitating agent when the projectile is above the crowd.

Making the target may be carried out by mixing the ingredients and curing in a desired target shape. This may be carried out by molding. In other examples, the target may be made by making a blank using molding or extrusion, and then trimming or machining the blank to the desired target shape. The mixture may comprise, by total weight of the mixture, 5-20 percent cement, 0.5-25 percent molasses, 0-10 percent salt, and 0.5-10 percent urea; and water.

The implement may be a firearm. The implement may be a shotgun. The launcher may be a clay pigeon trap.

A concealed amalgamated neutralizer covertly combines neutralizer material comprised of various combinations of inert materials such as calcium carbonate or silicates with common explosive material for the prevention of malicious use of the explosive material in improvised explosive devices. The concealed amalgamated neutralizer device may vary in shape, size, and color and is therefore adaptable to varying methods of containment typified by common pyrotechnic products. The neutralizer material mimics the explosive material of the pyrotechnic products without detection. Upon disassembly of a concealed amalgamated neutralizer device, the neutralizer material is mixed with and neutralizes the explosive material rendering the explosive material useless as a component for an improvised explosive device.

PROJECTABLE RESIN TARGET AND METHOD

A breakable shooting target, formed from a composition including a binder component, selected from one or more natural fatty acids, and a binder modifier component, selected from one or more metal oxides, the binder and binder modifier together comprising between about 14% and about 24% of the composition; a viscosity modifier component, selected from one or more plant-based resins comprising between about 0.1% and about 15% of the composition; and a filler component comprising between about 70% and 86% of the composition. The composition is molded into a disk shape and cast in a state of sufficient strength and brittleness, that the target can be launched from a target launching trap, fly through the air in a reproduceable path, and when hit with multiple shot shell pellets fired from a shotgun, the target will shatter into multiple pieces.
