A dispenser includes a body having a an exterior surface, an interior surface, a first chamber, a first opening in fluid communication with the first chamber and extending through the body, a second opening in fluid communication with the first chamber and extending through the body, a first valve and a second valve disposed on the body, the valves having a closed and an open configuration, and an actuator disposed at least partially within the first chamber. The actuator may be configured to increase and decrease pressure in the first chamber such that the first valve and the second valve change from their respective closed configurations to their respective open configurations and from their respective open configurations to their respective closed configurations. When in the closed configuration, flow through the valves is impeded.

The cylinder includes first and second open ends, first and second chambers respectively in communication with the first and second open ends, and a neck in communication with the first and second chambers. The elastic valve includes a ring, a plug extending in the ring, and elastic strips formed between the plug and the ring so that the plug is movable relative to the ring. The tubular insert is inserted in the first chamber via the first open end when the cylinder is connected to the wall, and the plug normally blocks the neck to form a first check valve when the elastic valve is connected to the second chamber.

The diaphragm pump also includes an inflow-valve presser that presses the inflow valve against the inflow valve seat, and an outflow-valve presser that presses the outflow valve against the outflow valve seat. Each of the inflow valve and the outflow valve is defined by an elastically deformable member. Each of the inflow valve seat and the outflow valve seat includes a surface at least a portion of which is a curved surface.

The outlet opening surrounds the inlet opening, or the inlet opening surrounds the outlet opening.
