A distance between a first side wall and a second side wall of the gas groove is defined as L. A ratio of L to D is 0.8-1.2.

The number of through-hole columns is set to be larger than the number of opening columns.

The biasing member biases the valve toward the apex of the conical shape and, during both the rotation and stop of the valve, keeps a state in which the side wall of the valve and the seal member are in sliding contact with each other, and keeps a state in which the inner wall of the housing and the seal member are in contact with each other.
