The base is configured with an angular portion that extends inwardly and downwardly from an upper edge of the base to a pivot position located between the cavity and a recess that is opposite to the angular portion and configured to receive the elongated member. The collar has an enclosure configured to receive and retain a second end of the elongated member. The base and the collar have respective exterior portions that are configured for attachment to structural elements.
