In a case where the control unit (110) determines that the environment information satisfies the specific condition a plurality of times, the control unit switches a mode from a learning mode to an implementation mode. In the implementation mode, in a case where the environment information meets a trigger during the specific time period, the control unit (110) performs event operational control.
