The blocking cap is sleeved on the neck section and has a flange that is formed with a plurality of notches adapted for allowing passage of water therethrough. The rear sleeve is sleeved on the tail section and has a plurality of outer guiding grooves. The outer guiding grooves are adapted for allowing passage of water therethrough.
