At least one tether is attached to at least one end of the segments to hold the segments together. A deployment device, when activated, enables the segments to deploy radially outwardly into a pattern controlled at least in part by the at least one tether using aerodynamic and inertial forces only.

The drive band may have forward edge defining a step. The bullet of the present invention may also be received in the case mouth of a rimless case and be partially protruding therefrom.
