The biasing force does not act on the speed control arm when the neutral return spring ranges from the neutral position to a predetermined speed position on a forward movement side, and the biasing force acts on the speed control arm when the neutral return spring ranges from the predetermined speed position to a maximum speed position on the forward movement side.

The swash block is supported within the internal chamber of the housing by the first trunnion arm being positioned in the through-hole of the housing and the second trunnion arm being positioned in the blind hole of the housing.

The control unit performs control so that the trunnion shaft angle is maximized at a second pedal position set to a position shallower than a first pedal position at which the number of revolutions of the engine is maximized by a depressing operation of the speed change pedal.
