The present application includes a system for packing herbal matter into a hollow paper tube. The system is comprised of a set of compression members which together define a volume, an ejector opening aligned with the volume, a pusher, and a lubrication member in communication with the volume that disposes a lubricant selectively within the volume. The ejector is configured to hold the paper tube. The pusher is configured to translate the herbal matter through the volume toward the ejector opening and at least partially into the paper tube.

A tobacco product is formed by perforated cigar or shell, the shell comprising a sheet of material with an intermediate sheet, the sheet comprising tobacco leaves and/or homogenized tobacco paper. The cigar or shell is packaged for shipment to an end user or consumer. The cigar or shell remains in the rolled, shaped tube form inside the package. A filter strip is provided for rolling sheets to construct custom cigars and/or cigarettes. The filter strip may be made of a deformable material which can be positioned on one end of the rolling sheet. The filter strip may be made of a deformable material which can be positioned on one end of the rolling sheet.
