The method may also include receiving data demand information for the area having the identified one or more wireless coverage issues. In addition, the in method may include receiving or determining a total cost of ownership. The total cost of ownership may include a cost of fixing the one or more wireless coverage issues within the area. Further, the method may include calculating a venue value index of the area based on at least one of the total cost of ownership, the data demand information, or an average spectrum efficiency. The method may in addition include performing at least one network administrative task based on the venue value index.

The method includes: determining time deviation values of a to-be-evaluated device in all of N time periods; determining an inherent deviation value based on the time deviation values in all of the N time periods; determining, based on the time deviation values in all of the N time periods and the inherent deviation value, timing jitter amplitudes in all of the N time periods; and selecting a target timing jitter amplitude with a largest timing jitter amplitude. The evaluation parameter for measuring the quality of the software running environment of the to-be-evaluated device can be obtained, and the quality of the software running environment of the device can be evaluated by using the evaluation parameter.

A system to distribute an Aircraft Operations Communication (AOC) application is provided. The system includes communication components in a vehicle, and an AOC database. The communication components include one of: a Communication Management Unit (CMU); or a Communication Management Function (CMF); and at least one of: at least one electronic flight bag (EFB); and at least one cabin terminal. The AOC database includes an operational configuration for aircraft operations communication for the communication components in the vehicle. The AOC database is loaded into at least one of: the CMU, the CMF, the at least one EFB; the at least one cabin terminal; and a database device. The AOC database configures the operation of the communication components in the vehicle.

A method and system for eliminating contraband in legal postal mail at a correctional facility comprising of a facility-use legal mail scanning station and a network of inmate-accessible devices and or messaging systems such that correctional institution staff can inspect the legal mail for contraband without violating an inmate's right to privacy for such mail. The legal mail is scanned by the staff member or inmate under the supervision of a staff member and then shredded or placed into the inmate's personal property in secure storage. The scanned mail may then be made available to the intended inmate through the inmate-accessible devices or printed at the scanning station to ensure the elimination of contraband.
