ADJUSTABLE BRACKET ASSEMBLY FOR TENSIONING A POLE MOUNTED FLAG/BANNER AND METHOD OF FORMING SAME
An apparatus and related methods includes a base attached to an upright structure (such as a street light pole), a mounting bracket that releasably engages the base while supporting a hanging banner, and an install adapter that releasably holds the mounting bracket and banner until the mounting bracket attaches to the base. A removal adapter facilitates disengaging the mounting bracket and banner from the base. The mounting bracket and install adapter (and removal adapter) are attached to a pole and engage (and disengage) remotely and without using separate fasteners, thus allowing a worker to install (or remove) banners high on the upright structure while standing on the ground. The base and mounting bracket have tapered shapes that wedgingly engage, secured by a spring-biased friction retainer. The install adapter and removal adapter have structures that facilitate remote install and removal of the mounting bracket from the base.
CAPSTAN EXTERNAL FLAGPOLE WINCH
An external capstan winch for a closed-loop halyard is provided. The external capstan winch enables the closed loop halyard whose ends are interconnected by a tension device facilitating positive raising and lowering of the an object attached to the halyard. The external capstan winch includes a drive/latching assembly for selectively raising and lowering the flag connected to the halyard without the need for weights. The external capstan winch provides a spool with peripheral cleats for grabbing the halyard as the capstan spool revolves relative to its winch, preventing the halyard from getting twisted and tangled, and as a corollary eliminating the need for a cleat halyard system.

A device for illuminating a flag includes a truck that includes a bearing with an outer race portion. A lighting frame is affixed to the outer race portion so that it rotates with the outer race portion in a direction of the flag as it moves. The lighting frame includes a cylindrical portion terminating in a flat segment bottom portion and a planar surface intersects the cylindrical portion. A first pair of lighting elements is mounted on the planar surface of the lighting frame to cast a beam of light outwardly and downwardly to illuminate the flag when due to windy conditions. A second pair of lighting elements is mounted on the flat segment. Each of the second pair of lighting elements casts a beam of light that extends downwardly and parallel to the flagpole to illuminate the flag when the flag hangs downwardly due to non-windy conditions.
