The device has a first housing that defines at least one first semi-conical slot and a second housing defining, for each first semi-conical slot, a complementary second semi-conical slot. The first housing and second housing are configured to move relative to each other between a disengaged condition and an engaged condition that defines a conical chamber for each first semi-conical slot and complementary second semi-conical slot, whereby the conical chamber is dimensioned and shaped to engage and radially support a lateral surface area of the cone-base wrapping paper along a substantial length thereof.
