Systems and methods for controlling traffic at an intersection are provided. A controller receives data from a vehicle detection device indicating a presence or non-presence of vehicles within a first area forward or adjacent to the stop sign. The controller receives data from a cross-traffic vehicle detection device indicating a presence or non-presence of vehicles within a second area rearward of the stop sign. Where data is received indicating the presence of at least one vehicle within the first area and the non-presence of any vehicles within the second area, the controller commands a traffic signaling device for the stop sign to temporarily cease providing the wait signal and instead provide the proceed signal.

One or more assemblies, each with stop signs and traffic signaling devices which signal vehicles to proceed or wait are provided, preferably at a side of a roadway of an intersection. Arrival times for one or more vehicles are determined. A signal indicating permission to proceed is sent from a command center to the assembly associated with the earliest of the arrival times with permission to set the traffic signaling device of the assembly to proceed.

A command center electronically receives arrival times recorded by time keeping devices of stop signs at an intersection upon arrival of the vehicles as determined by vehicle detection devices. Identifiers for the arriving vehicles are received and associated with the arrival times. A command is transmitted to set the traffic signaling device of the stop sign associated with an earliest arrival time to proceed, and if the earliest arrival time is associated with an identifier, to provide the proceed message at the vehicle-based systems associated the identifier.
