The coated textile substrate is dried to form a thermal regulation membrane disposed on the surface of the textile substrate, and the textile substrate with the thermal regulation membrane is compressed at a second pressure and a second temperature to position a portion of the thermal regulation membrane below the surface of the textile substrate. The textile substrate is incorporated into an article of apparel. The thermal regulation composition can include one or more system reactive components provided within a binder, where a system reactive components can include a cooling agent, a latent heat agent and/or a heat dissipation agent.
