Disclosed are devices, systems and methods for managing parking monitoring and enforcement. Parking at a meter or in a parking lot or ramp can be provided as a subscription. A registration and verification process for the subscription service can be provided as a multi-step process that combines the smart parking meter with a QR code, a mobile parking app for a smartphone, a central parking management system, and digital images of the parked vehicle(s). The registration process verifies that only vehicles owned by the subscriber are associated with the subscriber's account. Steps can also be employed to ensure that subscribers are not incorrectly issued parking citations by determining whether license plate data for a vehicle initially determined to be in violation matches an active subscription parker's roster of registered vehicles.

PROPOSAL SYSTEM AND PROPOSAL METHOD

A new car subscription service in which a user is entitled to use a new car by periodically paying a first flat-rate fee and a used vehicle subscription service in which a user is entitled to use a used vehicle by periodically paying a second flat-rate fee are provided. A proposal system includes an obtaining unit that obtains information on the first flat-rate fee for a model and a model year identical to those of a used vehicle and a processor that calculates the second flat-rate fee to be lower than the first flat-rate fee.

The commands may be sent from a smart mobile device and be digitally signed for subsequent attestation by the lock for authenticity verification. The digital keys may be generated and otherwise handled under one of a series of escalating security encryption methods typically used and reserved for financial transactions.

The apparatus processes a payment for the cost of enabling the hardware component and enables the feature of the hardware component in response to the association of the payment processed with the encrypted code for the feature of the hardware component.

Provided is a control method of controlling locking or unlocking of storage using a blockchain.
