Each of the transmitter/receiver device and the central computer system, including, at least, a computer processor, communications components and system software to communicate with the observer transmitter/receiver device at specified/predetermined time intervals to receive observer- and patient-specific information.

The device alerts if the person is beyond a preset distance, is close to or is in a body of water, or signals they are in trouble, using phased-array radar coupled with image processing.

The phased-array radar allows the remote sensing of water in either daylight or night. The phased-array radar comprises multiple antenna elements including an independent antenna element phase shifter allowing beamsteering. The device scans an object using a preset beamsteering algorithm independent of movement. The multiple antenna elements and beamsteering improve image data accuracy which is then interpreted and correlated with a body of water characteristics. The phased-array radar is also used for caretaker-monitored person communications.

The dependent band has a transceiver as well. The infant band has only a receiver. The caregiver and dependent bands each have a debossed button that when depressed sends a signal to the dependent band(s). This signal has a loud alarm, a flashing LED light and a vibration. To turn off the alarm, the caregiver can press the debossed button a second time, or, as sensor in the bands will shut off the alarm when the bands touch. In one model, an app for use with smartphones is also available.
