The method determines a first open lane in the mitigation road segment and applies a target mitigation speed to the first controllable vehicle in the control lane. The first open lane is adjacent to the control lane in the mitigation road segment and the target mitigation speed is based on a traffic state of the first open lane. The target mitigation speed adjusts a traffic stream that flows through the first open lane to mitigate traffic congestion located downstream of the mitigation road segment.

A traffic safety control method is provided. The method includes determining whether there is an intersection in front of a vehicle. The method includes receiving, by a communication device of a vehicle, a data payload for a smart traffic control infrastructure node. The method includes, by a computing device of the vehicle: determining that the vehicle is or will be within a communication range of the smart traffic control infrastructure node, determining a length of time that the vehicle will be in the communication range of the smart traffic control infrastructure node, and assembling a communication package with at least a portion of the data payload that can be transferred in the determined length of time. The method includes, by a communication device of the vehicle when the vehicle has an ad hoc communication link with the smart traffic control infrastructure node, transmitting the assembled communication package to the smart node.

A method for regulating traffic emissions across a street network comprises calculating, by an external control entity, a real-time location-dependent immission load across the street network based on at least one of environmental data, traffic data and configuration data of the street network, providing, by motor vehicles using the street network, navigation data characterizing a route of each respective motor vehicle along the street network and emission data characterizing exhaust emission levels of each respective motor vehicle along its route, and calculating an optimized driving route for each motor vehicle along the street network based on the calculated immission load and the exhaust emission levels of the motor vehicles. The optimized driving route is calculated by the external control entity and transmitted to each motor vehicle via a wireless communication network, or wherein the optimized driving route is calculated by an internal control unit of each respective motor vehicle.

Techniques for using vehicle telematics data for high speed determination of intersection traversals are provided. Telematics data from a vehicle trip may be obtained and compared to an area associated with an intersection to attempt to isolate telematics data points that are within the intersection. A simplified line generated based on the isolated telematics data points is then compared to vector lines representing entrances and exits of the intersection to attempt to identify an intersection entrance and exit from the vehicle trip. The simplified line is then compared to an average simplified line representing trips of other vehicles through the same entrance and exit of the same intersection to determine whether the vehicle turned through the intersection. If it is determined that the vehicle turned through the intersection, the telematics data associated with the vehicle trip may be compared to telematics data associated with other vehicle trips through the intersection.

Aspects of the disclosure provide for reducing inconvenience to other road users caused by stopped autonomous vehicles. As an example, a vehicle having an autonomous driving mode may be stopped at a first location. While the vehicle is stopped, sensor data is received from a perception system of the vehicle. The sensor data may identify a road user. Using the sensor data, a value indicative of a level of inconvenience to the road user caused by stopping the vehicle at the first location may be determined. The vehicle is controlled in the autonomous driving mode to cause the vehicle to move from the first location and in order to reduce the value.

Methods and systems for traffic jam management include generating a representation of a road network that comprises a road graph, with vertices of the road graph representing road segments and edges of the road graph representing pairs of adjacent road segments at each intersection. The road graph is partitioned into sub-graphs to balance a number of messages received from vehicles within each sub-graph and to minimize vehicle transitions between sub-graphs. It is determined that a traffic jam is present on one or more road segments. Navigational information is provided to one or more vehicles responsive to the traffic jam.
