A charge transporting layer of an electrophotographic photosensitive member contains a polysiloxane resin having a terminal structure represented by the formula (1), at least one selected from the group consisting of a polycarbonate resin A having a structural unit represented by the formula (A) and a polyarylate resin B having a structural unit represented by the formula (B), and a charge transporting substance, wherein the content of the siloxane structure in the polysiloxane resin is not less than 0.5% by mass and not more than 10% by mass based on the total mass of whole resin in the charge transporting layer.

A charge-transporting layer as the surface layer of an electrophotographic photosensitive member contains a charge-transporting substance, and contains, as resins, a resin A having specific structural units and a polycarbonate resin D having specific structural units. The charge-transporting layer has, in a matrix containing the charge-transporting substance and the polycarbonate resin D, domains each containing the resin A.

Provided is an electrophotographic apparatus in which the occurrence of image density unevenness (pattern memory) at the time of repeated use under a high-temperature and high-humidity environment is suppressed. The electrophotographic apparatus is an electrophotographic apparatus including: an electrophotographic photosensitive member; and a developing unit, which includes a toner, and which is configured to develop an electrostatic latent image with the toner to form a toner image on a surface of the electrophotographic photosensitive member, wherein the electrophotographic photosensitive member includes a surface layer containing a compound represented by the formula (1), a binder resin, and silicone resin particles, and wherein the toner includes toner particles each containing a polyester resin having a polyethylene terephthalate segment.
