According to the present invention, there may be provided the cosmetic composition of inhibiting and adjusting sebum secretion which is harmless to the human body with excellent skin safety and decreases activity of peroxisome proliferator activated receptor gamma (PPAR-γ) to fundamentally decrease sebum overproduction, thereby providing the skin with an effective effect, and a method of using the same.
