A method, device, and computer-readable medium for decoding an encoded video bitstream using at least one processor, including obtaining a flag indicating that a conformance window is not used for reference picture resampling; based on the flag indicating that the conformance window is not used for the reference picture resampling, determining whether a resampling picture size is signaled; based on determining that the resampling picture size is signaled, determining a resampling ratio based on the resampling picture size; based on determining that the resampling picture size is not signaled, determining the resampling ratio based on an output picture size; and performing the reference picture resampling on a current picture using the resampling ratio.

There is provided an image processing apparatus and an image processing method in which S/N can be improved. A class tap selection unit configures a class tap by selecting a pixel that is a class tap used in class classification of classifying a pixel to be processed of a first image obtained by adding a residual error of prediction encoding and a prediction image together, into any one class of a plurality of classes, from the first image. A class classification unit performs the class classification of the pixel to be processed by using the class tap, and a filter processing unit performs filter processing corresponding to class of the pixel to be processed, with respect to the first image, to generate a second image used in prediction of the prediction image. The class tap selection unit updates a tap structure of the class tap to a selected tap structure.

An image filtering method and apparatus, where the method includes determining a filter coefficient of a chroma filter based on a filter coefficient of a luma filter, where the luma filter and the chroma filter are respectively applied to perform filtering processing on luma samples and chroma samples of a to-be-processed image, all filter coefficients of the luma filter present a first geometric distribution, all filter coefficients of the chroma filter present a second geometric distribution, the first geometric distribution and the second geometric distribution are similar shapes, and a filter coefficient of the chroma filter at an edge of the second geometric distribution is calculated using one or more filter coefficients of the luma filter at an edge of the first geometric distribution, and respectively performing filtering processing on the luma samples and the chroma samples using the luma filter and the chroma filter.

A method for decoding a picture from a bitstream. In one embodiment, The method includes: receiving a slice header for a slice of the picture, wherein the slice header comprises a state syntax element; decoding a state value from the state syntax element in the slice header, wherein a) if the state value is not equal to a first value, then the state value indicates that i) the bitstream includes for the picture a picture header comprising a set of picture syntax elements and ii) the slice header does not comprise the set of picture syntax elements and b) if the state value is equal to the first value, then the state value indicates that i) the slice header contains said set of picture syntax elements and ii) the bitstream does not include a picture header for the picture; and using the set of picture syntax elements to decode the slice of the picture.

An image decoding apparatus decodes a bit stream generated by coding an image and decodes coded data included in the bit stream and corresponding to a target block to be decoded in the image. The apparatus includes a first determining unit configured to determine whether the target block is prediction-coded or palette-coded; a second determining unit configured to determine whether or not a pixel in the target block is escape-coded if the first determining unit determines that the target block is palette-coded; and a first decoding unit configured to decode the target block by using a second quantization parameter different from a first quantization parameter if the second determining unit determines that the pixel is escape-coded. The first quantization parameter is used to decode the coded data in a case where the first determining unit determines that the target block is prediction-coded.

The method further includes combining, at the satellite, the plurality of source signals into a combined source signal with an overlapping bandwidth, wherein each of the source signals are further modulated according to at least one predetermined modulation method before they are combined, and transmitting, by a downlink transmission from the satellite to a gateway ground station, the combined source signal.
