Where the rule is determined to be unsatisfied, a query can be generated toward a device that supported the now terminated communication, wherein a response to the query can comprise another reason-header that can be determined to satisfy the rule. The accounting record can be updated based on the other reason-header and employed in generating a charging data record that can alter corresponding billing.

The system and method are programmed to associate at least one inmate account number with a specific SIM card or phone number, detect the triggering event, trigger the action event to be performed based on the triggering event, perform the action event data based on the action event. A method and system of restoring a functionality of a mobile user device. A lock screen is displayed on the display of the user device. An international mobile subscriber identity (IMSI) of a subscriber identity module (SIM) card presently installed in the user device is determined. The IMSI is sent to a Remote Recovery Server (RRS). A message is received from the RRS indicating whether the IMSI is authorized for the user device and whether an account of the user device is replenished at least in part. Upon determining that the IMSI is authorized for the user device and the account of the user device is replenished at least in part, at least one function that was previously restricted is restored.
