A system and method that allows for information relating to data and communication resource usage to be gathered and analyzed such that particular data transactions and usage can be classified based on purpose and/or type. Further, the system and method provide reporting based on amount of usage and/or purpose or type of usage so that associated costs and usage can be calculated applied and allocated to particular accounts, divisions, groups or individuals within and outside of a company or entity. Further, the system may restrict data usage of devices to data usage that can be allocated to particular accounts based on purpose, source, destination or other.

A method includes receiving, at a first network element of a network, a message to initiate a session of a communication service at a user device. The user device is associated with a plurality of billing accounts. The message includes a particular identifier of multiple identifiers associated with the user device. Each billing account of the plurality of billing accounts is associated with a respective identifier of the multiple identifiers. The method includes initiating the session via the first network element. The method also includes sending, from the first network element to a usage data processing system, a charge data record. The charge data record includes the particular identifier. The usage data processing system aggregates charge data records for the session from multiple network elements used during the session to enable the session to be billed to a particular billing account of the billing accounts corresponding to the particular identifier.

A method at a user equipment to facilitate splitting of data billing between at least two parties, the method assigning a first subset of application to a first forwarding information base (FIB) on the user equipment; associating the first FIB with a first cellular data interface; activating the splitting of data billing on the user equipment; and replacing the association in the first FIB to the first cellular interface with an association between a second cellular data interface and the first FIB.
