The composition of matter can be an article that includes a frequency selective surface-based metamaterial, and the plurality of modified surface portions can be a plurality of periodic surface elements that provide a resonant frequency.

A substrate subject to degradation at temperatures above 100 C. is coated with a nanostructured ceramic coating having a thickness in excess of 100 nm, formed on a surface of the substrate, wherein a process temperature for deposition of the nanostructured coating does not exceed 90 C. The coating may be photocatalytic, photovoltaic, or piezoelectric. The coating, when moistened and exposed to ultraviolet light or sunlight, advantageously generates free radicals, which may be biocidal, deodorizing, or assist in degradation of surface deposits on the substrate after use. The substrate may be biological or organic, and may have a metallic or conductive intermediate layer.

By using the coating composition according to the present invention, it is possible to produce the article having the inner surface and the outer surface, both of which are slippery, only with a simple process of molding and curing a polymer resin by the technique of the prior art. The article produced using the coating composition of the present invention can solve an ice removal on a surface of the machinery such as an aircraft and an automobile, a biofouling problem in a blood vessel, a problem requiring self-cleaning, and the like, and thus can be used in various industries.
