A system and method that matches owner-operated wireless radios to a carrier network for voice and data services, using a marketplace model that geographically identifies and values the need for such radios and allows owners to claim rights to operate such radios. The purpose of the settlement system is to encourage individuals and businesses to operate a wireless radio to enhance a carrier network, establishing greater coverage and additional access points for wireless carriers, whilst the owner is compensated for the operations of one or more wireless radios based on radio usage. In the next generation of wireless networks, the number of wireless radios is expected to significantly increase, causing resource constraints for carriers to secure land and permits to install wireless radios. By utilizing the system, carriers may build networks faster by leveraging owners who assist with the installation and operation of radios, as an owner-operated network.

The instructions, when executed by the at least one processor, include receiving a data acquisition request, including an application identification of an application from the data acquisition apparatus, extracting data output by the application on a communication device corresponding to the application identification included in the data acquisition request, among the plurality of data items received from the plurality of communication devices via a relay apparatus, and transmitting the extracted data to the data acquisition apparatus.

Techniques for allowing access based online charging in cases of multiple user agents (multi-UAs) scenarios where the instances are registered to different telephony application servers (TASs) are discussed herein. For example, a user device may support a native number and multiple virtual numbers linked via a user account. When servicing a call, the user device may determine a served number to service the call from. If the served number is not the native number but a virtual number, the native-line server may handle the call session, but the online charging session will be handled by the virtual-line server. The native-line server may use session initiation protocol (SIP) information to send updated information for charging parameters to the virtual-line server including network access transfer for accuracy in online charging logic.

The first request includes a parameter indicating whether background data transfer not complying with a previously agreed or negotiated transfer policy should be stopped, or whether the background data transfer should continue under a charging rule different from a previously agreed charging rule. The second request includes the parameter obtained from the first request. This enables the application service provider to negotiate with the radio communication network about handling of background data transfer not complying with a previously agreed transfer policy.

Further, the ISB provides accounting services for inmates and friends and family that use services provided the contract provider. The contract provider provides security and routing services for the ISB by obtaining data from the ISB and updating data at the ISB according to the communications.

The mobile device stores a plurality of communication profiles comprising one or more local communication profiles and a global communication profile. The mobile device determines local access requirements for connecting to a local cellular network operator and determines whether the plurality of communication profiles comprises a local communication profile that satisfies the local access requirements. When the plurality of communication profiles does not comprise a local communication profile that satisfies the local access requirements: the mobile device connects to a global cellular network operator using the global communication profile; receives, from the global cellular network operator, a new local communication profile that satisfies the local access requirements and connects to the local cellular network operator using the new local communication profile. Subsequently, the mobile device communicates with another device via the local cellular network operator as if the mobile device was a local mobile device.

In one example, a distributed ledger system for facilitating an exchange among wireless service providers includes a plurality of wireless service providers and a plurality of nodes. Each of the plurality of nodes is configured to facilitate an exchange between a first wireless service provider and a second wireless service provider for roaming services; generate a recording of terms and conditions of the exchange between the first wireless service provider and the second wireless service provider to yield an agreement; record the agreement on the distributed ledger system; facilitate independent evaluation of performance parameters of the exchange by each of the first wireless service provider and the second wireless service provider to independently evaluate performance parameters of the exchange; and trigger settlement for the exchange based on the independent evaluation of the performance parameters by the first and second wireless service providers.
