Methods and systems implement a videotelephony platform and a reception exchange configured to connect calls through multiple backbone telecommunication services based on heterogeneous client configurations. Due to the intensive infrastructural investments required to host audio and video telecommunication, providers of telemedicine services generally cannot self-host videotelephony services, and rely on third-party telecommunication services instead. However, to comply with laws and regulations imposing security requirements over communication of personal medical information, the implementation of end-to-end encryption on patient-to-practitioner communication channels is commonly adopted to eliminate the risk that communication of personal health data leads to unexpected breaches in compliance. Heterogeneity between hardware specifications and software specifications of different client devices causes the selection of available backbone services to become limited. Therefore, a reception exchange service according to example embodiments of the present disclosure selects a compliant backbone service for which client configurations on both ends of a call are compatible.

The one or more base-station functions may be configured to receive information from the UE. The AP may further include a set of one or more core-network functions configured to receive the information from the set of one or more base-station functions and a distributed portion of a service. The distributed portion of the service may be configured to receive the information from the one or more core-network functions and communicate the information to a corresponding cloud portion of the service running on a cloud platform. The service may be provided by a combination of the distributed portion and the cloud portion of the service. The distributed portion of the service may be further configured to receive a response from the cloud portion of the service based on processing performed by the cloud portion on the cloud platform.

The method includes, after determining that an access subscriber is a roaming subscriber, establishing, by a visited-place packet data network gateway, an online charging session for the access subscriber; determining a first charging information parameter list; sending, to a home online charging system, a first quota request message carrying a rating group; receiving a roaming data service quota of the rating group sent by the home online charging system; and sending first charging information to the home online charging system according to the first charging information parameter list. The disclosed embodiments can simplify a network connection between a visited-place Packet Data Network Gateways (PGW) and an Online Charging System (OCS) of another operator that has a roaming agreement with the visited-place operator, reduce network connection complexity, and improve network connection efficiency.
