The present application at least describes a computer-implemented method including a step of setting, via a service layer residing on a server outside of an underlying 3GPP network, a trigger in the underlying 3GPP network, where the trigger defines an QoS parameter change in the underlying 3GPP network. The underlying 3GPP network is configured with functionality to send a notification to the service layer upon detecting the QoS parameter change. The computer-implemented method also includes a step of receiving, from the underlying 3GPP network, the notification the detected QoS parameter change has occurred. The computer-implemented method further includes a step of performing, at the service layer residing on the server a service layer operation in response to the received notification.

A server of a fifth generation (5G) network can provide substantially real-time charges for a UE during fallback to another network. A Telephony Application Server (TAS) in an IP Multimedia Subsystem (IMS) can identify Evolved Packet System Fallback (EPSFB) and report the EPSFB to a charging system to cause the charging system to generate accurate charges for user equipment communicating over the 5G network and the other network. The TAS can comprise logic to identify a change in P-Access-Network-Information associated with each network, and generate a call detail records for billing, or real-time communication via an online charging and/or offline charging for the served UE. Information (a user profile, call detail records, instance of EPSFB, etc.) associated with the TAS can be used to make network improvements that decrease instances of EPSFB and increase an amount of new radio services available to UEs.

In the method, first model a system as a two-tier architecture of virtual infrastructure service providers (VInPs) and users, and build a VInP utility model and a user utility model; then divide slice resource allocation into nodes and links, and build a node power consumption model and a link power consumption model, then determine a revenue of the VInP and a revenue of a user; and calculate a total revenue of a slice according to the revenue of the VInP and the revenue of the user, and use the total revenue of the slice as a network model; then solve the network model, where the VInP is used as a seller, the user is used as a buyer, the seller determines an initial price according to a total quantity of slice resources, and the buyer bids on the slice, and allocate the slice resources by using a competitive game mechanism. The method of the present disclosure may enhance the utility of the user, and improve a resource allocation effect.
