Methods of encoding and decoding video are described. The methods for encoding and decoding a picture partitioned into blocks include determining an activity rank for a block, based on a block size of the block and an intra-coding mode for the block; calculating a normalization value based on the activity rank divided by an average activity rank determined over a plurality of previously-encoded/decoded blocks; and quantizing/dequantizing a set of transform domain coefficients for the block using a quantization step size adjusted by the normalization value.

A method for encoding a video sequence in a video encoder is provided that includes adapting a quantization parameter of a block of pixels in a picture of the video sequence based on a transform block size of the block of pixels to determine a final quantization parameter, and quantizing transform coefficients of the block of pixels using the final quantization parameter.

The method comprises receiving an estimates of amounts of data for encoding earlier pictures; providing target rates based on the estimates of data for encoding the earlier pictures; receiving measures indicative of the actual data for encoding the earlier pictures; and providing at least one target rate for encoding at least one later picture based on the target rates for encoding the earlier pictures and the measures indicative of the actual data for encoding the earlier pictures.

Method and apparatus for processing video signal
The present invention relates to a method and an apparatus for processing a video signal. The method comprises: acquiring an inter-view motion vector from a neighboring block of a current texture block; and decoding the current texture block using the acquired inter-view motion vector. The neighboring block includes a spatial neighboring block and a temporal neighboring block. The acquired inter-view motion vectors are compared with each other to determine the inter-view motion vector of the current texture block. The method and apparatus of the present invention may reduce the complexity for acquiring an inter-view motion vector and improve the accuracy of inter-view inter prediction.

A 2D/3D conversion processing section converts 2D contents (television broadcast program) received by a television broadcast receiving section to contents for the right eye and contents for the left eye for 3D, and the contents for 3D obtained by conversion are subjected to 3D display on a display section. When switching is made from 2D display to 3D display, a central control section suppresses display of data-broadcast data regarding television video data. Consequently, even if video display of the television broadcast is switched from 2D to 3D, video of television broadcast can be displayed in 3D as effectively as possible.
