A determination section determines a dividing pattern of the image based on the generated hierarchy map.

An image for which a dividing pattern is expressed by a hierarchical structure for each predetermined area is input to a feature extraction section, and the feature extraction section generates, based on the input image, for the predetermined area, a hierarchy map in which a value indicative of a block size is associated with each of a plurality of blocks in the predetermined area. A determination section determines a dividing pattern of the image based on the generated hierarchy map.

A video encoding method includes (i) determining a current bit rate of a communication channel between a destination device and a source device that stores an input video frame, and (ii) generating a current reconstructed frame and an encoded bitstream at least in part via inter-frame coding of a current input video frame of a sequence of input video frames using a previously-generated reconstructed frame generated at least in part via inter-frame coding of a previous input video frame. The current reconstructed frame is a compressed version of the current input video frame. When both (i) a subsequent bit rate, determined after said inter-frame coding, is less than a threshold and (ii) the current bit rate exceeds the threshold, the method includes: (a) generating a downscaled reconstructed frame at least in part by downscaling the current reconstructed frame; and (b) appending the encoded bitstream with a bit sequence representing the downscaled reconstructed frame.

The apparatus includes processing circuitry configured to decode at least one of a first flag or a second flag in a syntax structure for a first picture in a coded video sequence (CVS). The first flag can indicate whether first subpicture partitioning information of the first picture is signaled in the syntax structure. The second flag can indicate whether first subpicture scaling window information for a first subpicture included in the first picture is signaled in the syntax structure. The processing circuitry reconstructs the first subpicture based on the at least one of the first flag indicating that the first subpicture partitioning information of the first picture is signaled in the syntax structure or the second flag indicating that the first subpicture scaling window information for the first subpicture is signaled in the syntax structure.

The apparatus includes processing circuitry configured to receive a first supplemental enhancement information (SEI) message including scalability dimension information (SDI). The first SEI message includes SDI of a plurality of views in a multiview bitstream including a coded video sequence (CVS) with a plurality of layers. The processing circuitry determines a value of a first syntax element sdi_view_id_val[] in the first SEI message. The first syntax element sdi_view_id_val[ ] indicates a view identifier (ViewId) of a layer in the plurality of layers. The processing circuitry determines, based on the first syntax element sdi_view_id_val[ ], a target layer of the plurality of layers to which a second syntax element of a second SEI message applies. The first syntax element sdi_view_id_val[] indicates a view of the plurality of views associated with the second syntax element.

Based on the first flag indicating that the warping process is applied to the current decoded picture, the processing circuitry can determine warping information of the warping process based on the SEI message. The processing circuitry can determine a warped picture from the current decoded picture based on the warping information.

Based on the first flag indicating that the warping process is applied to the current decoded picture, the processing circuitry can determine warping information of the warping process based on the SEI message. The processing circuitry can determine a warped picture from the current decoded picture based on the warping information.
