The present disclosure discloses a video encoding and decoding method, apparatus and system, where the video encoding method includes: determining an independently decodable view in a to-be-encoded picture according to a configuration file corresponding to the video; dividing the picture into at least two tiles, where an area corresponding to one or more tiles that cover the independently decodable view is an independently decodable area; generating an auxiliary message corresponding to the picture, where the auxiliary message includes a location identifier of the independently decodable area; and encoding all tiles included in the picture to form an encoded video bitstream, where the encoded video bitstream includes the auxiliary message. Decoding this encoded video bitstream can lower a requirement for performance of a decoder and improve decoding efficiency.
Lossy data compression
A lossy method of compressing data, such as image data, which uses wrap-around wavelet compression is described. Each data value is divided into two parts and the first parts, which comprise the most significant bits from the data values, are compressed using wrap-around wavelet compression. Depending upon the target compression ratio and the compression ratio achieved by compressing just the first parts, none, one or more bits from the second parts, or from a data value derived from the second parts, may be appended to the compressed first parts. The method described may be lossy or may be lossless. A corresponding decompression method is also described.

A method for inter-coding video is provided in which transmission bandwidth requirements associated with second motion vectors for bi-directional temporal prediction is reduced. In the method motion vector information for only one of the two motion vectors for bi-directional temporal prediction can be transmitted together with information on how to derive or construct the second motion vector. Thus, rather than sending express information regarding two motion vectors, express information related to only one motion vector along with information related to reconstruction/derivation of the second motion vector is transmitted, thus reducing bandwidth requirements and increasing coding efficiency.
