The communication device includes: an acquisition unit configured to acquire a plurality of measurement values related to communication quality information in an optical communication network; a calculation unit configured to calculate an average value of measurement values for each first time section based on the plurality of measurement values, determine a variance of the measurement values for each first time section, and determine a reference quality value that is an index value indicating communication quality in the optical communication network based on the average value and the variance; and a determination unit configured to determine whether the communication quality satisfies a required quality value based on the reference quality value.
