MUSIM SR PROCEDURE AND MM CONGESTION CONTROL
A method of handling NAS signaling connection release under mobility management congestion control for MUSIM UE is proposed. A MUSIM UE has established a NAS signaling connection on a first USIM in connected mode. Later on, the MUSIM UE has more important job to be started on the second USIM. The MUSIM UE wishes to initiate a service request procedure by transmitting a service request to the network, to release the NAS signaling connection on the first USIM. However, under the 5GMM/EMM signaling congestion condition with timer T3346 running, the AMF/MME rejects 5GMM/EMM signaling requests from UE. In one novel aspect, the MUSIM UE requests the network to release the NAS signaling connection while timer T3346 is still running. As a result, the MUSIM UE is able to start the more important job on the second USIM, or to improve user experience on the second USIM.

Staggered IMS Bearer Activation and Radio Bearer Activation in 5G Non-Standalone Networks
Devices, systems, and methods relate to performing Internet Protocol (IP) Media Subsystem (IMS) bearer activation and radio bearer activation at different times. In some embodiments, a radio bearer is activated after the IMS bearer is activated. The radio bearer that is activated after the IMS bearer is activated may utilize a different Radio Access Technology (RAT) than an initial radio bearer. In certain instances, a device initiates activation of the radio bearer upon receiving confirmation that the IMS bearer is activated, or initiates activation of the radio bearer a predetermined period of time after initiating activation of the IMS bearer. In various embodiments, staggered IMS bearer activation and radio bearer activation can prevent collisions at components of an Evolved Packet Core (EPC).

This application provides a communication method and a communication apparatus. In a multiple connectivity mobility scenario, a terminal device records information related to a secondary network device mobility process to generate a mobility report, and sends the mobility report to a network device. The network device determines, based on content in the mobility report, whether a mobility parameter related to the SN mobility needs to be adjusted. If the mobility parameter needs to be adjusted, the network device performs proper adjustment, thereby improving robustness of secondary network device mobility of the terminal device.
