A session management function (SMF) may include one or more processors and memory storing instructions that, when executed by the one or more processors, cause the SMF to perform operations. The operations may include selecting a user plane function based on a device type of a wireless device, responsive to a session establishment request to establish a packet data unit (PDU) session for the wireless device. An indication of the device type may be provided with the session establishment request. The operations may also include sending, to the user plane function, reporting rules based on a charging policy received from a policy control function (PCF) responsive to a charging policy request to the PCF.

User service data transmission time delay can be reduced through the method.

The circuitry is configured to update the MSE state based on the mobility state information received from the cell. The UE may also include a transmitter to communicate the updated MSE state to the cell.
