Further, when the frequency band combination of the two cards changes and a changed frequency band combination of the two cards is not in the blacklist, the NR capability of the terminal device may be controlled to be restored. In the solutions of this application, a case in which signal quality deteriorates because the dual-card terminal device works on a problem frequency band combination can be alleviated.
